Urgent Call for Justice
Our Demands for Change
We have been calling on the governor to declare an emergency, issue Executive Orders and call the legislature back into session since June!
We have also been calling on the legislature to reconvene by authority of Act R-188, 2025 (adjournment joint resolution) since June! We know that the legislature has the power to propose a policy and budget adjustments that fund existing or provide enhanced or new enforceable anti-discrimination protections, racial justice and that relate to disparate impact protections. They can also act on the numerous existing related bills on the walls in various committees. The legislature also has the authority to prioritize and restore funding (even if partially) to selected programs and services that have or will be defunded by the federal government, disproportionately impacting underserved communities (once in session). We’ve also been calling on mayors across Vermont to declare an emergency, issue Executive Orders and to call a special city council or select board session to address this emergency!
In his Oath of Affirmation of Office the governor solemnly swore to faithfully execute his office and would therein “do equal right and justice to all persons”, according to law to the best of [his] judgment and ability. Every executive (mayors, etc) in the state of Vermont have taken the same Oath of Affirmation. Our state legislature took an oath that they will not consent to any act or thing whatever, that lessens or abridge Vermonters’ rights and privileges, as declared by the Constitution; “but will, in all things, conduct [themselves] as a faithful, honest Representative and guardian of the people according to the best of [their] judgment and ability.”

We are calling on elected officials to do equal right and justice to ALL persons! We’re asking that they ensure that the Rights or privileges Vermonters are NOT lessened or abridged. We demand that our elected officials ACT NOW to the best of their judgment and ability!
This is a National Emergency!
This should therefore be a State Emergency

Demands for the Governor
Ask the Governor to:
- Declare a State of Emergency
- Establish oversight transparency and accountability for state police.
- Issue Executive Orders:
- Establish transparency and accountability on state policy for transfer of military equipment to state police.
- Establish state police transparent communication and operational protocols with the Homeland Security Task Force.
- Create and Operationalize Whole-of-Government programmatic approach to racial equity.

Demands for the Legislature
Ask The legislature to pass laws related to:
- Enhance Civil Rights Funding and Enforcement
- Establish State Consent Decrees
- Create Disparate Impact Laws
- Ask them to take up the following bills:
- Equal Protection Constitutional Amendment, enshrining a permanent safeguard against discrimination in Vermont’s constitution (PR.4).
- Vermont Civil Rights Sovereignty and Equal Protection Act of 2026 (Proposed Bill). – Pending Introduction
- Economic Justice Act, advancing policies to close the racial wealth gap and ensure equitable economic opportunities for all Vermonters (H.451)
- Statewide constitutional and accountable policing (Oversight), reinforcing transparency, fairness, and trust between law enforcement and the communities they serve (H.361).
- System-wide justice system data collection, providing the necessary insights to identify and rectify systemic inequities (H.382).

Demands for the Mayor or City Manager, City Council/Select Board
Ask the Mayor or City Manager AND City Council or Select Board to:
- Declare a City/Town Emergency
- Call a Special City Council or Select Board Meeting to deliberate the Civil Rights emergency and response options.
- Establish oversight transparency and accountability for the local police, county sheriff or state police departments, as applicable
Issue Executive Orders:
- Establish transparency and accountability on city/town policy for transfer of military equipment to the local police, county sheriff or state police departments, as applicable.
- Establish local police, county sheriff or state police department transparent communication and operational protocols with the Homeland Security Task Force.
- Create and operationalize Whole-of-Government Programmatic approach for the racial equity
